Where an intellectual disability is caused by or associated with neurological damage, this can also affect personality, arousal, impulse control and emotional regulation. When people with intellectual disability have not developed a full range of communication skills, they may be unable to tell their carers about any problems or concerns and may be unable to understand the verbal advice and suggestions given to them. Personality development may also be impaired increasing morbidity and carer burden. Sexual development may be delayed, due to inability to grasp complex themes or when carers are reluctant to provide appropriate sexual education. This can lead to sexually inappropriate behaviour. A lack of knowledge about appropriate sexual behaviour could also increase the risk of sexual abuse
